Nyarlathotep is another name for the Crawling Chaos, an outer god from the work of H.P. Lovecraft, who is described as a nightmare and able to take on any form.
Here, they are beings who claim to be born of humanity: Philemon our desire to create and succeed, Nyarlathotep our desire to die and destroy. It was Philemon you met upon entering this city, utilizing us as his latest pawns in his bet with Nyarlathotep.

I thought Philemon sent the ones that went to that tower - I thought maybe we were sent to help. If nothing else, to at least spread some light to the place. Some hope. I honestly wanted to bring the people trapped there here, if I could.

You could say he's fallen right out of a story book. His name is synonymous with a cosmic horror from the work of H.P. Lovecraft, an early 20th century author. In reality, he represents humanity's complete negativity and desire for destruction, as opposed to Philemon's wont for creation.

I shouldn't be surprised that people are interested in things like that; they're exactly made to cater to the lowest common denominator.
