His actions in the Tower were telling. That much was certain, with how he tried to inspire hopelessness and a sense of failure in those that left and returned here. The same can be said for what happened a couple months ago at the stadium.

It wouldn't be the first time someone pit two forces against each other, after all. Even though it likely isn't fair to blame any being for everything chaotic. ...Normally.

Chaos is as much an attribute of humanity as is law.
It's possible he's working through the Anoli itself to inspire chaos and division. But as it stands, it seems to be ineffective of completely destroying anything, seeing as the city is still standing.
