[001 - video message]
[On the network, a video feed starts up from one of the watch comps, pointed directly at the face of the user. Said user happens to be a woman with blonde hair pulled back into a ponytail, wearing a futuristic looking armored suit. Her helmet is currently off so that her face is visible on camera.
It appears that she is sitting in a stark white hospital room, with several doctors nearby reviewing clipboards and storing samples of... are those vials of glowing blood?
Speaking of glowing, the woman herself happens to be glowing slightly blue all over, and there are dark blue veins running along certain areas on her face.
When she's positive that the feed is working, she begins to speak.]
My name is Samus Aran, from my universe I'm what's known as a space hunter, a hired mercenary and bounty hunter primarily working for the Galactic Federation. One of my missions recently left me infected with a radioactive substance known as Phazon; my body is currently producing Phazon at a steady rate, and the city's government feared that my condition may cause harm to civilians, so I have been in the hospital for the past two days while tests were being run.
As I assured them, and as they confirmed, my condition is not contagious nor is it outright harmful to either myself or any others that I come into contact with. I now assure you that there is no need to fear my condition, and I'm taking great care to make sure that I keep it under control.
[To her chagrin this might mean regular check-ups at the doctor's.]
As a warning, my body and my suit are irradiated, so radiation detectors will go off if I come near them.
I'll be happy to answer any questions or concerns regarding my condition, but first I would like to ask if there happens to be anyone from my universe currently residing in the city. If you are at all familiar with the Galactic Federation, whether you are a part of the Federation Police or military, or whether you are simply aware of their presence as the law enforcement of the galaxy you are from, please let me know.

It seems like some of the teachings of her foster race are peeking through.
"Currently, however, I've been fighting back a much more dire threat, a dangerously intelligent race that works as a hive mind and threatens to conquer the entire universe."

"Whaat? But...that is Desco's job! How dare they try to supplant Desco as the Final Boss!"
Her tentacles are thrashing angrily as she fumes, the very picture of childish indignation.

"I believe you said that your job was to end conflict among humans on earth and protect people in the name of peace? Or was I mistaken??"
She doesn't like to hear that there are those who wish to conquer others...

"Desco will create peace by conquering Earth! That is her job as a Final Boss!"
She nods in an extremely self-satisfied manner at this pronouncement.
"And then all the wars will end and humans will no longer regard other humans with fear and malice and everyone will be happy!"
She places her hands on her hips and puffs out her chest with pride, the large golden eye over her heart staring at your face.
"That is the unassailable logic of the Final Boss!"
Well then. You can't argue with logic, can you?

"You're assuming people would be happy under your rule, and that conquering others would eliminate their violence altogether. Rather, despite your intentions to stop war and fear and violence, you'd be promoting it one way or another. People will wish to defy you."
Samus lowers her gaze, eyes dark and serious. "The only way for true peace to exist is to promote a harmonious existence between all peoples, of all races, across all galaxies. Threats to this balance need to be dealt with in a manner both quick and just. Even then, true peace is nothing more than an ideal, one I hope that all civilizations will one day reach, yet something I doubt I myself will ever see with my own eyes."

"Desco would not be ruling them, Big Sis would. And Desco is a demon - it is her job to make humans fear her!"
From her tone of voice, it seems that she's actually treating this as a proper debate and laying out what she sees as the facts one by one.
"When the Netherworld doesn't get enough fear energy, all the demons get really weak! There is currently a five hundred year deficit of fear energy in the Netherworld, so Desco really wants to help fix things! And if Desco is the target of human malice, then it won't build to critical levels and summon Fear The Great again!"

After all, she fully believed that Space Pirates were defined by their race, and would kill any Space Pirate she came across without a second thought because of this.
"It sounds like you need a more efficient power source. Fear isn't something you should promote, it's something to be eliminated."

And now she's considering something.
"Even when Desco worked for the Corrupternment, she was only the Foreign Minister, so that was never her area of influence."

"Politics were never my forte either. To me, while necessary, politics often result in dehumanizing people, turning them into statistics and cogs in a machine."
She shakes her a head a little. "A solution that doesn't result in harming others should still be priority, regardless of the consequences."

Anyway, Desco is...kind of non-plussed, now.
"...Desco is starting to think that you've never met any demons before, have you?"

"However if you're referring to your species as demons, I doubt I've ever come across them."

"Desco can kind of tell."
A pause as her primary tentacles gape open in a kind of grin.
"Desco is from Hades, where wicked humans are sent to become Prinnies after they die!"
She draws herself up proudly at that.
"All the demons in Hades exist for the purpose of instructing the souls of humans!"

"As far as I'm concerned, at least within my world, the souls of the wicked can only be punished in life. The concept of an afterlife is..... almost incomprehensible there. Though I believe that something like it exists..."
After all, she was forced to face off with the ghosts of her foster race time and time again on Tallon IV, and she knew that the Chozo were aware of extra dimensions.
"I can understand how your sense of morals would be different than mine in that case, however."

"Of course! But it's not like Desco disapproves of your morals! Just as demons chastise humans with fear, humans resist demons by trusting their comrades!"
Slight pause.
"Desco learned that from Valzy and Fenfen."

Samus seems genuinely curious about it. She doesn't condone war... she'd rather prevent it where she can. But her kind of war sounded more political than anything.
"And what about these aliens you mentioned?"

"Desco isn't sure. She's never been anywhere in the human world besides the lab where she was made."
Ah, the aliens! Now Desco is on familiar territory!
"The Pan-Galactic Alliance felt that humans were unnecessary, so they made a moon base and staffed it with their snotty bureaucrat androids so they could wipe out all the humans! But then we went to the moon and beat them allll up!"

Samus considers her next response carefully... to try and truly figure out where Desco's morals lie. "... Would you have saved the human race even if it posed no benefit to you?"

"Desco provided the basic personality matrixes for them, but she's been too busy with Big Sis to really pay attention to the mass production models."

"Really? It's not like Desco knows any humans besides Big Sis and Daddy. And Big Sis lives in Hades with Desco, and Desco is pretty sure Daddy isn't capable of fear!"

"Oh! Mr. Almaz and Mrs. Sapphire are humans! So Desco knows four humans."

She's pouting now.
"Don't say 'considered' like Desco decided on a whim! Desco was born to make Big Sis happy!"

It sounded to her like Desco didn't come into existence very conventionally then...
"Because of the circumstances in which I was raised, I believe I'm more used to co-existing with multiple sentient cultures than others." There were even those in the Federation itself that had discriminatory views, but the Chozo had raised her with an open mind about interracial peace. There was really only one race that she had no mercy for...
"If you truly care about your family so much... wouldn't you care about their entire race as a whole?"
