[On the network, a video feed starts up from one of the watch comps, pointed directly at the face of the user. Said user happens to be a woman with blonde hair pulled back into a ponytail, wearing a futuristic looking armored suit. Her helmet is currently off so that her face is visible on camera.
It appears that she is sitting in a stark white hospital room, with several doctors nearby reviewing clipboards and storing samples of... are those vials of glowing blood?
Speaking of glowing, the woman herself happens to be glowing slightly blue all over, and there are dark blue veins running along certain areas on her face.
When she's positive that the feed is working, she begins to speak.]
My name is Samus Aran, from my universe I'm what's known as a space hunter, a hired mercenary and bounty hunter primarily working for the Galactic Federation. One of my missions recently left me infected with a radioactive substance known as Phazon; my body is currently producing Phazon at a steady rate, and the city's government feared that my condition may cause harm to civilians, so I have been in the hospital for the past two days while tests were being run.
As I assured them, and as they confirmed, my condition is not contagious nor is it outright harmful to either myself or any others that I come into contact with. I now assure you that there is no need to fear my condition, and I'm taking great care to make sure that I keep it under control.
[To her chagrin this might mean regular check-ups at the doctor's.]
As a warning, my body and my suit are irradiated, so radiation detectors will go off if I come near them.
I'll be happy to answer any questions or concerns regarding my condition, but first I would like to ask if there happens to be anyone from my universe currently residing in the city. If you are at all familiar with the Galactic Federation, whether you are a part of the Federation Police or military, or whether you are simply aware of their presence as the law enforcement of the galaxy you are from, please let me know.

[Not that he's one to let this stop him from doing questionable things with dangerous tools. Besides, how can he resist the siren call of "Extremely Deadly Bioweapons"?]
I've no biological properties myself, but I am rather interested in finding alternative energy sources for myself. This world isn't exactly accommodating to mechanical life forms and our fuel needs, so any chance to find something better than the foul rubbish I've had to make do with in my time here is something worth investigating for me.
And I assure you, I will be quite careful in this endeavor - I have no interest in putting myself at any kind of risk.

In my universe, I'm working to get rid of it altogether.
[Her gaze back at Brainstorm isn't exactly threatening... but it is cold and full of warning. She knows better than to trust anyone with Phazon, after all of the death and destruction it's caused and nearly caused.]

I would at least like to try. Do attempt to understand my situation here: I've been stuck in this damned city for months now - which normally is a miniscule amount of time to me, but I have been having to subsist on what is comparatively junk food in terms of an energy source. I don't care if it's limited. It is potentially something better than the scraps I've had to make do with.
I am a scientist by trade. I've dabbled in plenty of nearly theoretical and previously-thought-impossible technology, the majority of which was incredibly dangerous. I think I can handle crafting enough filters for your Phazon to make something useful out of it.

But I can't allow you to attempt anything with Phazon. It is my sworn duty to protect the innocent and it is my responsibility to make sure such a dangerous substance stays under control and does not fall into the hands of others.
[Why do you think she's agreed to visit the doctor biweekly at this point? It's a huge pain, but there's no way she's letting herself become corrupted or worse, infect the rest of the city.]
I'm not doubting your skills, I'm simply remaining cautious.

I've made comments in jest before that caution would be the death of me, but I never expected it to carry weight like this.

Phazon isn't the answer you're looking for to your dilemma. Trust me, it will do far more harm than good.
My caution is for your own protection, as well as the protection of the city.
