The government intentionally used the tournament to provoke the Anoli into showing their hand, with pretty much the results you'd expect. From what I've been able to gather, nearly 300 people in total died - not nearly as many as could have, but far more than needed to.

Hm. No, now that you bring this up, it's entirely possible Nyarlathotep is lurking there was well, unless everyone's completely overreacting.
Doing something like that in an area full of civilians is just asking for a backlash.

It was a sacrifice of a few for the sake of the many. A perfectly feasible choice for the government of a big city like this, but at the same time, not the right one.

Feasible-- but incredibly foolish. I'm amazed they didn't predict a kind of scandal like this getting out.
If they're trying to be risk-takers, it wasn't a very smart one to try out.

I'm not sure where to begin on that. Discovering the root of the problem might get us a step in the right direction though.
I would guess it'd need some kind of high clearance-- the chief of police, maybe? Or a captain? Some higher up with militaryesque authority?
