It's starting to look like everybody got one... I received one as well.

This is the first time the government has given out coupons as far as I know, but I've only been here for about a month and a half.

Maybe because of Valentine's Day? I can't think of anything else that has happened recently. And it would explain the box of chocolate, too.

There is a school you can attend if you want to keep learning. And you will probably want to find a job soon, since the government cannot keep supporting you for much more than a month.
There are also demons at night, but... If you are not used to fighting, I would recommend staying inside during the thirteenth hour.

I think everybody must be able to see them. Even people who don't have the power of Persona have been able to interact with demons as far as I could tell.
I don't think it requires any special power.
As for jobs, there are many different kinds. It is a city, so... They have normal retail positions as well as more specialized occupations, like the night patrol and laboratory workers.
