Honestly, I don't understand the plan. And the message is already gone. How does luring out the Anoli leader protect the tournament from being attacked or the Mayor from being assassinated? Is the plan just to kill him first?

Especially considering the Anoli seem to function on a "strongest person wins" mentality. Really, this is all just desperate foolishness, grasping at straws without knowing what's on the other end.

Believable or not, how foolish do they think the Anoli are? If he WERE to arrive in public, it certainly wouldn't be without precautions -- or at least an eye to take down as many people as possible. I suspect these idiots are not much for sentiment.

The fact that they haven't caught the leader before now proves that he's not foolish. But still, the government isn't letting the rumor run their security. Whether it works or not the protection of the the tournament is up to their forces and us.

If the goal is just to draw someone out, the rumor might not need any supernatural effects. It's still a risky plan, but it should produce results.
