Once again, I must commend you for continuing to aid us in our efforts to make Hinoto-Ri a more hospitable place. There is still many, many things to do before we can start calling the city safe, but little, by little, I feel like we have been making considerable progress.

This being said, I would not contact you in such a post if the situation wasn't important for all of you to know about.

As you may have noticed from all of the commercials this week, the Tenth of January marks the opening of the Annual Persona Grand Prix.

Some of you entered a demonstration tournament a few months ago. I must now apologize belatedly for the smoke screen, but allowing you to participate was also our ticket in getting you all approved for as official combatants for the Grand Prix Tournament in January. There were no rules regarding Visitors from participating, but the Arena Committee Group was vehemently against it. We had to take a few threats to get you in the spotlight at all.

However once they did, we could have not hoped for a better outcome. The crowd's love of you proved to be our ultimate trump card. They couldn't say no afterwards, especially with the ratings the lot of you pulled in. It's sad to say but money and popularity talks, particularly in a world like this.

The Grand Prix is the biggest single event of the year. One could compare it to the World Series Baseball tournament, but limited to Persona usage. The stadium tickets have been sold out months ago, although we can pull a few things to get everyone seats. The reason I am telling you all of this is two fold;

First, our previous mayor was was murdered by the Anoli during the Grand Prix Tournament four years ago.

Each year there have been threats of a similar incident happening, but nothing has come to pass. Our current Mayor, the Honorable Kazuki Sakahagi, outright refuses to bend down to terrorist threats and has appeared in person each year. He's quite thickheaded, but I suppose in a town like this one, you are either hard as nails or you may end up dead real quickly. The Honorable Mayor is not a persona user, which has earned the ire the Anoli ranks even more.

With the arrival of all of you, word has started to spread again that the Anoli might show up and bomb the building at any time during the final quarter. Part of the force wants to shut down the tournament, but we all know that this would just be playing right into their hands. The Anoli have been rather quietly lately, so that just adds fuel to the fire that they've been preparing something big for this.

Second, despite this, we'll be using all of it to our advantage. As you may have noticed, some the rumors in the city appear to become reality. We still aren't scientifically sure if it is simply coincidence, but I'm fairly certain nothing is left to chance here. Your arrival and everything that has been happening must be to help us overcome this.

Ergo, at the suggestion of my peers, we will be spreading a rumor that the Head of the Anoli will show up to the Tournament.

We know next to nothing of the group's central figure, apart from the fact that most accounts claim he is male. I wish I could have more details, but they've been very good at capturing our spies and disposing of them, usually violently as a message to back off. This is a risky move, but we're hoping it will allow us to finally capture the head of the entire organization. That sonofabitch has killed too many my good men and women and I want to see him brought to justice for his crimes.

The Mayor's secretary and right hand, Miss Junko Tanako, is herself a powerful Persona user and will be in charge of his security during the entire event along with a few of our men. You must understand that in this time of Crisis, the Mayor is seen as a symbol of the city's tenacity, so his security is our top priority.

We are unsure how many Anoli might show up; it could be just a few, it could be his entire group, incognito or in those full damnable suits they wear. As one of the requirements to be a full-fledged Anoli is to be a Persona User in standing, they are all considered armed and dangerous. There are, however, also Anoli Sympathizers who idolize the terrorist group and would aid them in the hopes the Anoli will spare them if their city takeover is ever successful.

The Government, Secret Service as well as the Police Force all realize this mission is extremely dangerous, should the Anoli actually show themselves. Even if you have been brought here to protect this city, I don't want any of you dying on my watch if it can be prevented. Ergo, if any you do not think you are strong enough or qualified, please do not sign up for the tournament itself.

I ask that you do not talk about this in public, for your own safety. Please use the closed network. We have no doubt the Anoli know about this, but as they say; keep your friends close, and your enemies even closer.
