If I was given the choice between two people; one who said he was going to attack and attempt to kill me at one point and only had a slightly powerful weapon and another who swore that he would protect me, and who constantly reminded me that safety was a priority but had an extremely powerful weapon at his disposal then I would choose to spend my time with the first person.
If we assume that the government here are the second person then it becomes much worse when we aren't given a choice.

Your analogy stinks, anyway. It's not like our Persona aren't 'powerful weapons'. And I've got a lot more than that backing me up - And that's just me. If this town tries to screw us over, they'll be facing a hundred angry superpowered people from a hundred different universes. There's no way they'd be dumb enough to try something like that.

[Yehowah would have passed judgment on humanity in a heartbeat. Atsuro shuts off communications on his end and briefly wonders if it was even worth trying to track this person down. No network ever provided true anonymity, and he'd learned from the best hacker who'd ever set foot on the earth. It helped that the guy had been around since there was even an earth to set foot on.
After a few moments, he settles on logging some basic information into his computer and leaving it be.
Even the path of the demons had been a means towards the overall goal: the protection of humanity. He'd thought they'd been offered complete freedom of choice, but in hindsight, there was an option missing.
