"I don't think any human can figure them out completely," Jonathan says, not even knowing what she means by 'orbital bombardment'. "I come from a world which already had them, and even then, I can't seem to understand how they think."

Yes, Ruri is still under the impression that demons are like pokemon are to demon summoners and its a partnership and not a dictatorship. Being a neutral hero is being confused by law and chaos types.
