Personas are a part of you, and they first show up to someone at a time of high emotions. Like, almost getting killed is a pretty good way to get them to show up! You should probably have somebody around that can rescue you just in case your Persona isn't enough to defend you, though.

After they show up the first time, you can pretty much summon them whenever you want.
