She had the drum. She had the power. She only needed two more things: a sacrifice, and the scripture. The university's collection of rare books was the most likely place that she knew of, and as for the sacrifice... well, surely the people would bring their new goddess what she required.

It was to build their own future and allow all the Visitors to go home, after all.

"It's really quite simple. You bring me the coward Shura and I will sacrifice her. She's not as powerful as me, but she'll have enough magatsuhi to power the Conception. After that, I will destroy Hinoto-ri and its universe. Not for very long, though; just long enough for me to kill all the Reason bearers that might remain in the Hinoto-Ri Vortex. Once I reach Kagutsuchi, I will force it to make a new, better Hinoto-Ri. I will create a world in my image: a world of absolute Equality. A world where their will be no desire to dominate. A world of peace. A world of women, with me as the Creator Goddess. Hinoto-Ri will only be better from it, trust me."

...Never mind. I'm not interested in a world like that.

It's equality I have no interest in.

"Why? Would you not love to have no one ever look down on you?"

If it's the same for everyone, isn't that a bit hollow and meaningless? I'd rather be in a position where no one can look down on me because of my personal achievement.

"Equality leading to peace and the absence of conflict is never hollow nor meaningless. I bring this war-torn world the peace it yearns for. All I require is the death of my fake self. Killing one person to save the world, isn't it worth the effort?"

Conflict is useful. It spurs progress. A world of equality is a world of stagnation.

"I don't count more advanced ways to killing more people faster as progress."

Conflict doesn't always have to be physical.
