The feed snaps on to reveal a little girl with horns and three eyes staring into the camera, her face twisted up into an angry sort of scowl. Without any preamble, she launches into an angry tirade.
"What is the corrupternment here doing?! Desco is getting fed up with how badly the political process is being mangled in this town! It offends her pride as a former senator!"
She crosses her arms over her chest and harrumphs angrily.
"Desco made a standard speech and used all the normal political boilerplate, and the humans she was talking to became a mob! And not even the useful kind - it was a panicked mob! Mr. Green Hair said that it was because Desco scared them!"
She starts gnawing distractedly on the tip one claw, still scowling.
"What is going on that the humans here are afraid of the political process? It's stupid! Next you will be telling Desco that the officials are elected or something, instead of just overthrowing the previous regime!"

You bribe people either to give a specific candidate more money or to do stuff to make the other candidate look bad. That, or getting people to vote for a specific person.

Back the truck up.
"You mean humans use bribes for things other than getting their bills passed?!"

"Humans are so complex! Desco never thought you could use bribery, the base of all politics, to attack your enemies!"

"Oh, assassination is part of the political lexicon, but it's considered to be the mark of a low-class demon to rely to others to do violence for you!"

[And his face suddenly hardens, his eyes narrowing.]
They almost never get caught, especially if it's a good assassin...

"Among demons, 'almost never' just means that eventually their schemes will be laid bare, their ambitions shattered, and their dynasties ground to dust!"
A happy, shark-like grin.
"The limited minds of those lesser demons eventually cause them to overreach and fall, and it's always amusing when that happens! Fenfen once said he prefers to just ruin their lives and make them live with their own mediocrity rather than kill them. It was a lesson Desco took to heart!"

[But the whole thing about mentioning assassination has really hit home, and he's silent for a moment, before:]
How is work going along in the "taking over the world" department?

"Desco still has no minions, and her to-do list just keeps getting longer and longer. The afterlife is broken, so now she also has to fix that."
A slight pause.
"If she can manage to fix it, though, she should be able to get some minions, so that's a plus!"

W-wait, what? How can the afterlife be broken??

The shock and scandal of it all!
"The local demons don't even know what Prinnies are! The afterlife must be stuffed to the gills with sinful humans! Desco barely even wants to think about it!"
She's actually shuddering in revulsion.

[A long pause, and then a nervous laugh.]
Y-you're not telling me they're actually like, sinful human souls or something?

"Oh, that's right! Desco didn't tell you that!"
She smacks one balled-up claw into the palm of her other claw and nods.
"They are the souls of sinful humans stuffed into Prinny hide suits! They do backbreaking labor at less than minimum wage in order to earn the money they need to pay off their sins and reincarnate! Because they were absolute failures of human beings, they are freely derided and abused as well!"

[oh wait this is the part where he realizes he actually doesn't care oops]
...Oh. Huh. I never would've guessed they were, well, those things.

"The hellish training they undergo at the hands of Valzy ensures that little trace of their human traits remains!"
A slight pause.
"...although no matter how hellish the training, they're all really lazy and unmotivated."

So, do all the souls become Prinnies, or just the majority of them?
