This is an Amala Drum.

More immediately, if you get near one and spin it it will teleport you to another Drum... if you don't get stuck during the travel.

It's an Amala Drum. I found it in Scorpio. That means there is at least another one somewhere in the city. It can teleport people to other drums pretty much instantly... but you can get stuck between drums.

The drum itself can teleport you to the location of another, but there is a world between them. A world full of demons who love to gang up on people, and that's not mentioning how the maze inside keeps changing on you.

Seriously, don't use it.
