Well, when you put it that way, I guess it doesn't make a lot of sense.
But I think for some people, being in doubt about the answer might be better than confirming the worst option?
Plus they don't want to make someone else feel bad if it turns out it's unreciprocated. It could end up ruining a friendship you care a lot about.
