If I remember correctly, this event mostly impacted Persona users, in that, Scorpio Persona users became violent. I could be mistaken though, since Persona users would stand out more if they went on violent rampages, whereas normal civilians could have been mistaken for those taking advantage of a chaotic situation.
Some Persona have links to demons, such as mine, so perhaps there is a tenuous link there. This is only speculation, though. I could be wrong.
