I think we can safely assume that Hinoto-Ri isn't aware that it's being repeated - we can try to ask one of the citizens with a Persona to see if they're aware of it, too, but I'd say that since we're from outside this world, we've been protected from whatever time loop shenanigans are going on.

How do they stop time loops in stories?

You have to fall in love or something, right?
