The feed opens to this gray-haired boy, and behind him is a conveniently placed set of ruins from the Moonlight Bridge for him to subtly gawk at for a few moments before finding his bearings and realizing said feed was on to begin with. Huh. How'd that happen? Was it a part of the welcoming to this new city he's found himself in?

He doesn't seem too fazed by what he was looking at, though. ...On the surface, at least.]

...Perhaps I'm asking a rhetorical question, but did I pick a bad time to get here? [Bad time was relative, but this seemed particularly terrible a moment for him to arrive, seeing the damage...]

I suppose the main thing left is this city... It's called Hinoto-Ri, and we think it must be somewhere in Japan, but we don't know much about it besides that. It seems... one way or another, most of this world has been destroyed. As far as we know, this may be one of the only remaining cities, and we are protected by a large... well, I suppose the only word for it is "bubble", really.

No one can leave, but on the other hand, nothing from the outside can enter, either.

That's correct. And... not as far as I know. You would have to take it up with the government, and I highly doubt they will even consider the idea.

There was a riot of some kind. This network... [He makes a vague gesture, not sure how to say what he wants to say.] Something happened, and it was failing to work properly again... people have been kidnapped, parts of the city have been destroyed... it's only just now beginning to calm down. I'm afraid I still haven't most of the details in order yet; through some inexplicable means, I found myself six years old again for a few days, and only recently... returned to normal.

[He straightens up a little again, careful to keep his face devoid of any telling reactions to that admission; his opinion on that event isn't going to be self-evident at all.]

But it looks to me as though the majority of the physical destruction happened during whatever prompted the chaos among the inhuman portion of the population native to this place.
