And at the same time, people have been given these 'personas'. They will absolutely factor heavily into whatever games are afoot here, so would it not be best to learn to properly use them?

There were many Psykers in the Legiones Astartes. They were given additional training because of their powers, and weren't allowed to slack in their martial skills.
